Domino Web Access 6.5 Windows XP

I'm new to Domino 6. We have a brand new help desk application written for version 6 that will be accessed by most of our users via the web rather than a locally replicated notes client. Since access is via the web, replication formulas can't be used to restrict documents to geographical regions. Is it possible to restrict views to geographical regions without re-designing the application? If not, what sort of design elements must I use in order for views to be restricted by geographical regions?
